No, connecting your mouse to a USB 3.0 port does not improve performance. Your mouse(even your keyboard) uses so little data that connecting it to a USB 3.0 that has faster and improved data transfer is still insignificant to even result in a performance increase.

How much data does a gaming mouse to a USB transfer?

Most gaming mouse has a polling rate of 1000Hz, polling rate is how much data is being sent to the computer per second.

A USB 2.0 port has a maximum data transfer rate of 480 megabits per second (Mbps) or 60 megabytes per second (MBps) while a USB 3.0 has a maximum data transfer rate of 5 gigabits per second (Gbps) or 625 megabytes per second (MBps). This is ten times faster than USB 2.0.

A 1000 Hz polling rate corresponds to a data transfer rate of approximately 0.001 Mbps. Keep in mind that these are rough estimates, and the actual data size per report may vary among different gaming mice models.

Whichever UBS port you connect your mouse and keyboard will not affect your performance and latency. Using a wired or wireless mouse and keyboard would have a more significant effect on latency than a USB port.
